Question: Why the students who did not submit peer review marks get a higher mark?

You can set up a penalty for students who do not submit the peer review in 'Penalty for non-submission of marks' setting.

Hint:

If you set up 'Allow students to self-grade along with peers' to be 'No', which means students only evaluate other group members, then you MUST set up a 'Penalty for non-submission of marks'. Otherwise, the students who have not submit peer review will get a higher mark than other group members. 

If you set up 'Allow students to self-grade along with peers' to be 'Yes', which means students evaluate themselves and other group members, then you do not have to set up ''Penalty for non-submission of marks'.
